Traffic & Parking Regulations




These regulations and procedures are adopted by the Vincennes University Board of Trustees pursuant to the authority granted to it by the State of Indiana. All regulations and procedures are equally applicable to the Vincennes University employees and students unless otherwise provided.

Any employee or student who brings a vehicle to campus will be held responsible for obtaining a valid parking permit and for the proper operation of their vehicle. It is the responsibility of each member of the University community to read, understand and abide by the regulations. Ignorance of the regulations is not an acceptable reason for appeal of a violation.

Vincennes University Police Officers or specially designated personnel will issue parking citations for parking and registration violations in accordance with these regulations.

The following regulations shall govern the driving and parking of motor vehicles on the Vincennes University campus at all times of the year unless specifically excepted.

GENERAL REGULATIONS

  1. All employees and students of Vincennes University must obtain and properly display a current Vincennes University parking permit in order to legally park on Vincennes University property. Permits may be purchased online at www.THEPERMITSTORE.com or at the office of the Vincennes University Police Department.
  2. Vehicles are restricted to parking in their assigned lots from 7:00 a.m. to 5:00 p.m. Monday through Friday. There are no lot restrictions for vehicles with permits between the hours of 5:00 p.m. and 7:00 a.m., and during weekends. EXCEPTION - specially marked spaces.
  3. Each employee or student of Vincennes University may obtain one parking permit.  All parking permits are issued by the Vincennes University Police Department. Permits are issued for the school year and expire on the 15th of August each year.
  4. The transferable parking permit must be properly displayed by affixing the permit inside the lower left hand side of driver side windshield. EXCEPTION: Motorcycles should consult with the Campus Police Department. A vehicle not properly displaying a parking permit while parked on University property will be ticketed and may be booted and/or towed at the owner's expense.
  5. If a parking permit is lost or stolen, it becomes the responsibility of the employee or student to file a lost or stolen report with the Campus Police immediately. A fee of $30.00 will be assessed for a replacement permit.
  6. RESIDENTS PERMITS - Any vehicle properly displaying a current red permit must park only in the lots designated for RED PERMITS, ALL PERMITS or on the street. A fee of $30.00 will be assessed for a red permit.
  7. COMMUTERS PERMITS - Any vehicle properly displaying a current green permit must park only in the lots designated for GREEN PERMITS, ALL PERMITS or on the street.  A fee of $30.00 will be assessed for a green permit.
  8. FACULTY/STAFF PERMITS - Any vehicle properly displaying a current blue permit may park in any lot or on the street.  NOTE: Blue permits are to be used by VU employees ONLY.  Sons and daughters of employees must obtain a GREEN PERMIT and park in the lot assigned to that permit.
  9. TEMPORARY PERMITS - A temporary permit may be issued by the Vincennes University Police Department:  it shall be valid only for a specified time.  A fee of $5.00 will be assessed for a temporary permit not exceeding five (5) days.
  10. HANDICAP PERMIT - A handicap permit allowing special parking arrangements may be issued by the Vincennes University Police Department to one who is temporarily or permanently handicapped.  Prior authorization must be obtained.  The handicap permit must be displayed in addition to the regular permit.  Parking a motor vehicle which does not display a handicap permit in an area reserved for the handicap is prohibited and will be towed at the owner's expense.
  11. VISITOR PERMITS -   Visitors who wish to park on campus must obtain a visitors permit at the Vincennes University Police Department and park in accordance with the instructions on the permit card.  The word "visitor," as used in these regulations, does not include Vincennes University employees or students.
  12. All Citations issued to a permit will be that permit holder's responsibility regardless of which vehicle the permit is on at the time of the violation unless a lost or stolen report had been completed at the Vincennes University Police Department.
  13. The driver of a motor vehicle is responsible for finding a legal parking space.  Lack of space is not a valid reason for the violation of regulations.  A parking permit does not guarantee the holder a parking space, but only the opportunity to park within an assigned area.
  14. Parking permits must be displayed according to the parking regulations or special instructions provided by the Campus Police at the time of issuance. Always lock your vehicle and remove any valuables!
  15. Legal parking of motor vehicles on University property is confined to areas designated for that purpose.  Parking is prohibited on lawns, brick walkways, in construction areas, or any other place which will mark the landscape of the campus, create a hazard or interfere with the use of University facilities by others.  Violators are subject to citation, booting and/or vehicles may be towed.
  16. Yellow markings are designated as "no parking zones".  Parking is not allowed at any loading or service vehicle dock or zone, entrance to buildings, crosswalks or emergency zone.  GREEN striping in the lots designate commuter parking, RED striping in the lots designate residence hall parking, BLUE striping in the lots designate faculty and staff parking.
  17. Motor bikes, motorcycles, and motor scooters are subject to all regulations and must be operated only on streets designated for normal automobile use.
  18. Bicycles may be registered with the Campus Police.  If this is not done, it is recommended that you record the make, model, color and serial number of the bicycle and keep this information in a safe place.
  19. Certain areas may be closed to parking during specified hours by the University Police Department.  Parking in such areas during these hours is prohibited.
  20. Any accident involving a motor vehicle on University property must be reported to the Campus Police immediately at 888-5555.
  21. When parking on city streets all vehicles are subject to city and state parking laws which may be enforced by any local law enforcement officer.
  22. TOWING.  Vehicles are subject to being towed away at the operator's expense under any of the following conditions:

    1. Any vehicle in violation of parking regulations or any which are apparently abandoned may be towed and stored at the owner's expense. 
    2. Parking in a handicap space without a handicap permit.
    3. Disabled or abandoned for three days or more, and who have not responded to a request by Campus Police to move the vehicle.
    4. Parking out of area assigned for permit.
    5. Obstructing vehicular or pedestrian traffic handicapped spaces or wheelchair ramps, interfering with University operational activities, or creating a hazard to persons or equipment.
    6. Failure to respond to "report to campus police immediately" notice
    7. Vehicle bearing a permit which has been altered, stolen or a fraudulent permit.
    8. The owner or operator of a vehicle which has been towed under these regulations will be required to remit in cash, to the towing service, the prevailing towing charges.  Vehicles that are towed are removed from campus and will reside in the custody of the towing service firm until the owner or operator pays the required fee.
  23. FINES AND PAYMENTS
    1. Fines and collection will be handled through Vincennes University Police Department.  Revenues are deposited in the University General Fund.
    2. A $25.00 fine will be assessed for displaying an altered, stolen, lost or fraudulent permit.  No valid permit or failure to display permit - $25.00 fine.  Unauthorized parking in a handicap space - boot fee and/or automatic tow and a $50.00 fine.  All other parking fines are $15.00 for each occurrence.
    3. If the motor vehicle displays a permit the fines will be assessed to the employee or student to which the permit was issued.
    4. If the vehicle does not display a permit, the fines will be assessed to the employee or student who owns the vehicle.
    5. Any vehicle parked on campus without a permit will be identified through the National Crime Information Center computer system.
    6. Fines must be paid at the Vincennes University Police Department, located in the Safety and Information Center at the intersection of Second and Center Streets, within ten (10) days.
    7. Failure of an employee or student to pay a fine when it is due shall be cause for revocation of parking privileges.  Revocation shall remain in effect as long as the fine is unpaid.
    8. University employees and students who receive ten (10) or more parking citations in a school year will have their off street parking privileges revoked.
  24. APPEALS
    1. Action taken by the Vincennes University Police Department is final and binding unless appealed in accordance with these regulations.  Appeals may be made online at www.scapay.com or at the office of the Vincennes University Police Department.
    2. All persons appealing a parking citation must file a completed appeal form with the Campus Police within seven days of the citation notice. Failure to file the completed appeal form within the prescribed time period shall constitute a waiver of the right to appeal the citation notice.
    3. Except in very rare and unusual circumstances, the only proper basis of an appeal is the contention that the cited regulations were not violated.
    4. Reasons such as "I thought it was no violation," "I did not mean to violate the regulations," "I saw other persons doing the same," " I would have been late for class or work," are not acceptable justifications for an appeal.

VU enrollment continues to grow

VINCENNES, IND. – Vincennes University system-wide enrollment is up more than 500 students compared to last year on the same date, according to Kristi Deetz, senior director of External Relations.

Based on enrollment on Aug. 27, the end of the first week of classes, Deetz said that VU’s full-time-equivalency (FTE) enrollment is currently up 9.7 percent, and that enrollment is continuing.

The Vincennes Campus currently enrolls 5,952 students - up 3.8 percent - and due to a larger number of full-time students, FTE enrollment is up 4.5 percent.  This is the highest enrollment on the Vincennes campus since Fall 2002.  This total includes 2,131 students living in VU’s six residence halls which are at capacity.

The VU Jasper Campus FTE enrollment is up 2.1 percent, although the headcount enrollment of 918 is down 12 students.  The reason is that a higher proportion of VUJC students are enrolling full-time.  This is a record enrollment for VUJC.

VU enrollment is also up in Indianapolis:  42 percent at the Aviation Technology Center and 27.3 percent in the American Sign Language program.

Deetz said that while other VU programs are early in the enrollment process, there is growth there also.  For instance, Distance Education is up 12.7 percent in FTE enrollment.

“One of the issues we addressed back in 2004 was enrollment,” said VU President Dick Helton.  “There had been enrollment losses for several years so we focused on bringing students to not only Vincennes, but also the Jasper Campus, ATC, and University-wide.  We went at this with a dedicated effort and we had a lot of people involved in trying to turn this enrollment around.  We are very fortunate that has occurred.  We feel good where we are but, as I share with our Admissions counselors, we have to remain competitive, we have to remain committed to it, and we have to remain passionate about it - and I think we are doing that at this point.”

In addition to offering 200 associate degree and certificate programs, VU also offers bachelor’s degree programs in technology, homeland security, nursing, secondary education programs in mathematics and, science, and special education/elementary education.

VU enrolls students from throughout Indiana, 24 other states, and 26 countries.  Tuition and fees are the lowest among Indiana campuses with residence halls.  VU is accredited by the Higher Learning Commission of the North Central Association of Colleges and Schools.

Founded in 1801, VU is Indiana’s first college and is the only college in the nation founded by an individual who would later become President of the United States.  William Henry Harrison, the ninth U.S. President, founded VU while serving as governor of the Indiana Territory.

VU grateful for quick help from Dept. of Transportation

VINCENNES, IND. – Motorists going to Vincennes University’s new John Deere Ag/Diesel Building will proceed more safely, thanks to quick action by the Indiana Department of Transportation.

VU requested the Department’s help in preparation for the opening of the $2.5 million John Deere Ag/Diesel Building.  The facility was dedicated on Aug. 25 and six days later an 800-foot turning lane was completed.  The turning lane is designed to assist northbound traffic to safely proceed to the facility that is located at the Southwest Purdue Ag Center just north of Vincennes.  

“The safety of our students, faculty, and staff led us to request the construction of this turning lane,” said Phil Rath, vice president of Financial Services and Government Relations.  “We are delighted at the outstanding cooperation and prompt action of the Indiana Department of Transportation in completing this safety project.  VU is particularly grateful to Troy Woodruff and Dave Lane for their dedicated efforts to complete this project.”

VU paid for the design and engineering of the project and the turning lane was constructed by the Dept. of Transportation.  

“The Indiana Department of Transportation is always looking for partnerships and opportunities to make our roads better and safer,” said Troy Woodruff, INDOT Commissioner of Operations.  “Working with Vincennes University to combine resources was a classic win-win situation for both of us.  Together we created a safe turn lane for the students and traveling public, while also being good stewards of tax dollars.”

The 34,000 square-foot John Deere Ag/Diesel Building features two classrooms, a conference room, a John Deere Lab, a diesel technology lab, and related offices, including facilities for the Purdue Extension Office.

Speakers at the building’s dedication said they believe a growing number of students will be attracted to programs at the site.  “As future students tour campus and this facility, I believe they will be amazed.  Enrollment will go up, and they will become proud alumni of Vincennes University.  This building will be here for many years, will help educate many students, and will move Indiana agriculture forward,” said Don Villwock, president of the Indiana Farm Bureau.

New VU facility will meet growing need for skilled technicians

VINCENNES, IND. - Citing a growing need for skilled technicians, industrial and farm leaders saluted Vincennes University for opening its $2.5 million John Deere Ag/Diesel building on Aug. 25.

Located at the Southwest Purdue Ag Center just north of Vincennes, the facility was hailed for the partnerships that will lead to promising careers.

“I congratulate the visionary people with John Deere, the visionary people at Vincennes University and its Board of Trustees for approving this,” said Don Villwock, president of the Indiana Farm Bureau.  “In today’s high tech world in agriculture, we need the best and brightest students.”

Villwock said that farm machinery breakdowns can cost farmers $1,000 per hour.  “If it were not for this program, we could sit many, many hours waiting for someone to be there to help us,” Villwock said.

Craig Hansen, who represented the John Deere Corporation at the dedication, said that there is a great need for qualified technicians.  “[the need] is going to continue to grow in the future.  We have an aging technician population and we will need well-educated students to replace them,” Hansen said.

Because of the company’s commitment to provide a quality customer experience, Hansen said that it is important to hire well-trained technicians.  “The technician is our face to the customer,” Hansen said.

Speaking about the diesel lab, Bud Myers, general manager of Indiana Truck Sales, Inc., said, “This is pure state of the art.  All I can say as I look around is ‘Wow!  What a job.’  It could not be better.”  Myers said that graduates will find excellent careers.  “There is a tremendous need for the talents you students can provide.”

Art Haase, dean of the VU Technology Division, thanked all of the partners who made the new building possible, saying, “This is all about teaching students the new technology.  From the faculty’s perspective, this is a dream come true.”

VUJC to offer dental assistant training

JASPER, IND. - Beginning with the Fall 2010 semester, the Vincennes University Jasper Campus will offer a non-credit Dental Assistant Training Program with Dental Radiographer Certification.  This course will prepare students for entry-level positions dental assisting, one of the fastest growing healthcare careers.

Fall semester classes begin Sept. 27 and will be held in Bedford on Mondays and Thursdays from 6:00 to 9:00 p.m. local time.  The class will end on Feb. 10 and the course fee is $1,989, including textbooks.  Spring semester classes will be held in Jasper.

Course work will familiarize students with all areas of entry-level dental assisting and provide training in the professional skills required to function as an assistant in the dental practice.  This course also includes the new state-approved Limited Dental Radiographer program which offers students the opportunity to become licensed by the Indiana State Department of Health.

The course will include clinical and administrative training that provides an introduction to the dental office, legal aspects of dentistry and dental assisting, state dental practices policies and guidelines, introduction to oral anatomy, dental procedures, dental equipment, operation, and maintenance; tooth structure-primary and permanent teeth, oral cavity and related structures, proper patient positioning, dental handpieces, and dental burns, dental anesthesia, maintaining sterility and asepsis, and  observations in local dental offices.

Upon successful completion of the program, students will earn a non-credit Certificate of Completion and be eligible to sit for the national exam for limited dental radiology.
